Describes development of testing program to evaluate listening comprehension in second language classes. Suggests it is necessary to incorporate the aural component into classroom activities to a greater degree. In a case involving language proficiency testing of credentialed and tenured bilingual and ESL teachers, the New Jersey Education Association challenged the Educational Testing Service (ETS) on the grounds that the tests were unfair, unreliable, and poorly administered. NJEA succeeded in requiring ETS to disclose these tests to the court. (SJL)

The emphasis on spoken language tends to diminish attention to writing. As examples, three currently used German teaching texts are cited. Discusses the disadvantages of the multiple-choice test and presents an alternative, the multiple-completion test. Four or five choices are given, as usual, but students must determine whether each choice is right or wrong. While proficiency tests make a positive statement about the language ability of those who pass, it says nothing about those who don't. Since the proficiency test's questions are too general, a "sufficiency" test was developed to determine if students had "enough" English to meet the needs that motivated their study. (PJM)

Two reading comprehension tests were made up based on two different texts thought to be of equal difficulty. An analysis of the texts and test items was performed after students taking one of the tests scored considerably higher than the other students, and it was determined that one text was in fact more difficult.
