Iverson, Grace – Educational Measurement: Issues and Practice, 1984
In 1982, Lansing (Michigan) Public Schools took the stance that their low Michigan Educational Assessment Program (MEAP) scores were not reflective of what their students really knew and that, with some short- and long-range planning, scores would improve dramatically. This article reviews the Basic Achievement Skills Individual Screener (BASIS), an individually administered achievement battery that consists of skills tests in reading, mathematics, and spelling as well as an optional writing exercise. BASIS is found to be an effective and efficient means of assessing basic skills. (Author/EGS)

Sixty-four school psychologists kept daily records for four weeks of all tests they administered and the reasons they used each test.
