The student financial aid mechanism has been considered the form of subsidy more likely to provide both access and choice since it can target aid to students most in need of it and lets student choose the college of their choice. The Tuition Assistance Program in New York is discussed. (MLW)

Kravetz, Nathan – Comparative Education, 1980
Since 1917, Soviet policy has stressed self-determination of non-Russian populations and a commitment to their education. Using 1970 All-Union Census data and some later information, the author examines progress made toward this goal and the educational achievement of various groups.
