Synthetic Data for the Nebraska Statewide Workforce & Educational Reporting System
Jeremy Seeman; Aaron R. Williams; Claire McKay Bowen
Urban Institute
The Nebraska Statewide Workforce & Educational Reporting System (NSWERS) is a state longitudinal data system (SLDS) that coordinates data sharing, processing, and dissemination efforts across the Nebraska public school systems, Nebraska community colleges, the University of Nebraska system, the Nebraska Department of Labor, and other statewide partners. However, accessing SLDS data like those housed by NSWERS can be challenging due to privacy concerns. This brief introduces synthetic data, a privacy-enhancing technology (PET) that allows NSWERS to expand access to their research data without providing direct access to their confidential data. As a SLDS, NSWERS has many possible use cases for synthetic data throughout the data lifecycle. The authors provide example use cases for synthetic data that would improve the efficiency of NSWERS data requests, program evaluation requests, and contractor projects, all while providing stronger privacy protections than more traditional data-access alternatives. This work shows how SLDSs can partner with technical assistance providers like the Urban Institute to identify, develop, and deploy synthetic data solutions to meet new data user needs.
