Reactions to the report in counseling circles ranged from enthusiastic approval to violent disagreement. This article presents some answers to them. (Author)

Since the Freedom of Information Act became effective July 4, 1967, federal agencies have been officially encouraged to open their records to the public. The article states, however, that pressing for the release of federally-held documents can be a time-consuming and frustrating process. (CP)
