The article defines human resources development and discusses its relationship with staff development. The costs and benefits of continuing education are considered. Library School subject specialty courses contribute to a higher caliber graduate and a widening career spectrum. The current state of such courses is analyzed through data gathered from 59 accredited library science schools. Countries are increasingly interested in providing adequate library services to ethnic minorities. The National Library of Canada's Multilingual Biblioservice is described. Third World countries, as evidenced by their history and recent experience, have basic handicaps which retard the growth of book production and dissemination. Reasons why the library has not made a strong impact on publishing are also discussed. (MBR)
