The problem is a housing shortage complicated by poverty as shown in data from 12 cities where declines in low-income housing accompanied increases in the number of poor people. Households headed by women are more likely to be poor than those headed by men. The number of impoverished female-headed families is increasing due in part to the rising divorce rate.
