Civically Engaged 4-H Ambassadors: A Program Designed to Bridge Youth Leaders with Local Policymakers

4-H is uniquely situated to provide youth with opportunities to learn about citizenship, government, and civic engagement, given its own infrastructural makeup: a federal-state-county partnership. Youth civic engagement is of even greater relevance at present, given the emergent issues seen in society (e.g., aftermath of COVID-19, mental health, voting access, equity, AI usage, etc.), the inclination toward societal change exhibited by Generation Z (Miller et al., 2021; Parker & Igielnik, 2020; Rue, 2018), and the challenges that land-grant universities face with respect to relevance, funding, equity, and access (Douglas-Gabriel, 2023; Gavazzi & Gee, 2018; Gavazzi & Low, 2022). The National 4-H Council, in its most recent strategic plan under Power of Youth programmatic outcomes, advocated that youth be civically engaged (National 4-H Council, 2024). In response to this priority and to enhance the civic engagement and leadership curricular opportunities for youth in the Missouri 4-H program, a new Civic Engagement Ambassador Program was developed for high school 4-H'ers in Missouri.
