A nonrandomized minimax solution is presented for passing scores on mastery tests using the binomial error model. The computation does not require prior knowledge regarding an individual examinee or group test data for a population of examinees. The Group Test of Openness (GTO) was shown to have a moderate degree of stability. Predictive validity was demonstrated through a 14-week high school course in counseling skills in which scores on the GTO increased. Use of choice-weighted scores as a basis for assigning grades in college courses was investigated. Reliability and validity indices offer little to recommend either type of choice-weighted scoring over number-right scoring.
