Since the human performer is usually essential to the operation of a new system, the authors propose a model human performance system which, they claim, makes it possible to deal with people as rationally as with machines. Various kinds of union lists are examined to determine the most effective and least costly ways a library can have a list and attendant benefits for its own purpose, and also join in cooperative efforts.
