School Discipline Disparities in Texas through the Lens of Conflict Theory

Research has shown that nationally, there is a difference in school discipline rates for minority students compared to White students (Anyone et.al, 2021; Wiley, 2021). Black and Brown students have higher rates of exclusionary school discipline, like in-school and out of school suspension, and receive more strict consequences for the same offenses (Wiley, 2021). The purpose of the study is to determine if this same trend exists in the state of Texas. This study utilizes a non-experimental, descriptive, retrospective study (Cronk, 2020) to examine the discipline and student population data from the 11 school districts in the Texas Urban Council of Superintendents. The archival data combines approximately 800,000 students in the 11 largest school districts in Texas, examining the data from the 2021-2022 school year. The researcher utilized SPSS version 29 to conduct a chi-square test of independence to determine if there is a relationship between student race and school discipline decisions. Descriptive statistics were generated for the variables to examine frequency distributions of the levels within each variable. For the variable of race, the highest frequency was Hispanic, while for the variable of school discipline decision, the highest count was in-school suspension. Additionally, the chi-square goodness of fit test determined that the expected counts for each category in the variables did not match the observed counts. The chi-square test of independence was conducted to determine if a statistically significant relationship exists between the variables. For all 11 school districts, it was found that there is a statistically significant relationship between student race and school discipline decision.
