Examines and contests the claim that all language tests are in reality testing the same underlying ability which is very similar to the Spearman g-factor for intelligence. A survey of Wisconsin school districts showed that teacher resignation rates were quite low. Smaller districts faced the highest number of resignations. Resigning teachers tended to be rated by their supervisors as above average. The study results suggest that fears of "teacher flight" may be exaggerated. (PGD)

A survey was conducted to assess school superintendents' attitudes toward the concept of merit pay. Nearly 80 percent of respondents supported the idea, but the survey also revealed barriers to successful implementation and reasons that certain merit pay plans failed.
