The income redistributive effects of financing public higher education in a midwestern state is measured. The results show that the financing scheme is regressive in that low-income families' share of program costs exceeds their benefits. An evaluation performance program specifically oriented toward such administrative actions as tenure, promotion, and salary adjustment is described.
