In 1990, the Indian Finance Corporation Act died in committee for lack of Indian support. A model for an American Indian Development Bank is proposed, based on the International Finance Corporation of the World Bank. Using the Q-sort technique, 15 bankers assessed 60 business letters, which were also evaluated by 6 postsecondary instructors.
