In New York City, the Trust for Cultural Resources legislation continues the direction taken by incentive zoning by trading unused or underused air space with developers for certain public amenities. Since the legislation could easily be expanded, it could drastically affect the physical character of the city. (JMD)

Efforts to measure the quality of life in cities have emphasized comparisons among different places. This is useful for citizens and businesses but not for communities. The advice of local residents must be sought to develop community-oriented measures which define the quality of life in terms of the local context. (VM)

This study produced an empirical description of environmental quality in reference to residential use by taking item responses of 2,541 residents of the San Francisco Bay Area and subjecting them to factor analysis. Twenty factors which provide a definition of environmental quality were produced. (BT)

Describes an urban environmental education program in which an overgrown vacant lot has been used for environmental study and for the development of a productive garden. The program has been successful in providing elementary school children with positive experiences in their own urban environment. (JR)

Contrasts the factors determining the supply-demand ratio for black professionals with that for white professionals, and examines the future role of black professionals in salvaging the urban environment in which the majority of black Americans live. (JM)

The character of urban areas is found to be related to personal morale but not to political efficacy. The morale of Blacks in central areas of cities is found to be higher than that of whites and movement from one area to another was found to affect the morale of only those residents with relatively little education. The results of the study indicate that model reinforcement counseling was effective in reducing the proportion of minimal goal discrepant children. The counseling helped the students set realistic goals with which they could be satisfied. The greatest amount of change took place in an inner city school. (Author)
