Uses a 30-item perceptionnaire, sent to 119 teachers participating in ESEA Title I programs during 1979-80, to determine their perceptions of ESEA Title I programs. Suggests teacher concerns/perceptions must be addressed in order to gain a better understanding of the efficacy of these programs. (AH)
