The Assessment, Evaluation, and Programming System for Infants and Children, 3rd Edition (AEPS-3), is a curriculum-based criterion-referenced assessment that is effectively used in early childhood programs because it links assessment, intervention, and evaluation. The purpose of this study was to examine the utility of the AEPS-3 in Kosovo, a country that does not have assessment instruments for young children. A total of 16 educators and 21 children participated in the study. Procedural steps included training of educators on the AEPS-3, obtaining interrater reliability, administering the AEPS-3 with one to two children, and completing a utility survey at the end of the study. This study used a quantitative research design. The data were analyzed using cross-tabulation analysis from the utility survey. The findings of this study show that educators find the AEPS-3 beneficial in determining the children's development in all eight areas.
