Peer reviewedDwyer, Carol Anne – Psychological Assessment, 1996
The uses and abuses of cut scores are examined. The article demonstrates (1) that cut scores always entail judgment; (2) that cut scores inherently result in misclassification; (3) that cut scores impose an artificial dichotomy on an essentially continuous distribution of knowledge, skill, or ability; and (4) that no true cut scores exist. (SLD)
Descriptors: Classification, Cutting Scores, Educational Testing, Error of Measurement
Geery, Daniel – Learning, 1990
Testing can be a time-consuming and tedious method of evaluation. This article suggests methods which don't take additional classroom time or turn students off, and which provide more immediate and constructive feedback than routine testing. (IAH)
Descriptors: Classroom Techniques, Educational Testing, Elementary Education, Evaluation Methods
Peer reviewedMoreland, Kevin L.; And Others – American Psychologist, 1995
Describes results of research by the Test User Qualifications Working Group that can be applied to improving testing practices, including 86 test use competencies and 7 factors accounting for misuse; a test classification system; and empirically based test purchaser qualification forms. (SLD)
Descriptors: Classification, Competence, Educational Assessment, Educational Research

Three national educational organizations articulated seven areas of teacher competency in student assessment. Peer reviewedNewmann, Fred; Brandt, Ron; Wiggins, Grant – Educational Researcher, 1998

Descriptors: Educational Change, Educational Testing, Elementary Secondary Education, Performance Based Assessment
Peer reviewedCarlson, Janet F. – Educational Research Quarterly, 1998
This article invokes a literal image of test givers as measurement devices and explores the psychometric properties of these test administrator instruments. Concurrent and content validation and test-retest and parallel-forms validity are explored. (SLD)
Descriptors: Achievement Tests, Educational Testing, Examiners, Psychometrics
Peer reviewedHoffman, James V.; Assaf, Lori Czop; Paris, Scott G. – Reading Teacher, 2001

Peer reviewedPopham, W. James – Educational Measurement: Issues and Practice, 1999

Descriptors: Educational Testing, Futures (of Society), Role of Education, Standardized Tests
Lewington, Jennifer – Education Canada, 1999
Discusses the history of educational testing in Canada in the 1990s and the failure of provincial governments to give meaning to school accountability. Peer reviewedLongford, N. T. – Journal of Educational and Behavioral Statistics, 1994
Presents a model-based approach to rater reliability for essays read by multiple raters. The approach is motivated by generalizability theory, and variation of rater severity and rater inconsistency is considered in the presence of between-examinee variations. Illustrates methods with data from standardized educational tests. (Author/SLD)
Descriptors: Educational Testing, Essay Tests, Generalizability Theory, Interrater Reliability
Golbeck, Amanda L.; Ahlers-Schmidt, Carolyn R.; Paschal, Angelia M. – Adult Basic Education: An Interdisciplinary Journal for Adult Literacy Educational Planning, 2005
Adult basic education (ABE) is an ideal venue for developing health literacy skills. The 1998 reauthorization of the Higher Education Act requires all states to report annually to the U.S. Department of Education the number of prospective teachers at each teacher training institution who pass their own state tests for licensure.
