The student rights protests of the 1960s, the 26th Amendment granting 18-year-olds the right to vote, and the demise of in loco parentis greatly changed student-institutional relationships. Effective use of faculty is an important consideration in the need for accountability as institutions must maintain institutional quality while increasing operational efficiency. Administrators, academic and nonacademic staff, and students in 17 institutions in Denmark, Ireland, Norway, Sweden, and the United Kingdom were surveyed for responses to hypothesized demands and constraints in administration, such as accountability, legal issues, administrative structure changes, declining enrollment, productivity. State program review, generally asosciated with efforts to assess quality and enforce accountability, has also encouraged the states to look beyond traditional measures in evaluating their support for and investment in higher education.
