Efforts to link colleges with many community-based, grass-roots organizations are described. Three partnership models are discussed: the comprehensive, the limited, and new entities (colleges created directly by or on behalf of community-based organizations). Specific examples are provided. (MLW)

The Australian Tertiary Education Commission (TEC) report, which describes a politically preferred version of the higher education system, is put into historical, economic, and political perspective and criticized for its style and content. When community groups assume stewardship of underused properties and turn them into recreational spaces, park agencies can save money on overhead and construction. By seeking to compel a religious organization to conform to a perceived government policy, the Internal Revenue Service violates both the free exercise and establishment clauses of the first amendment.
