Research findings on the effects of student financial assistance on persistence/withdrawal are reviewed and conclusions are drawn from this research. The impacts of changing financial aid policies on the educational careers of students are discussed, and recommendations for student aid policy are provided. (MLW)

"Quick fixes" and over-reactive policy mandates don't clearly anticipate long-term implications. Examples are given of the negative effects of scholarship/loan programs, career ladders, changing credentialing requirements, and teacher competency testing, originally devised to avoid teacher shortages. Examined the relative importance of college housing to retention of students (N=226) receiving financial aid. Results indicated that persisters were more likely to have had good high school and aptitude test grades, reside in college residence halls, and receive college work study as a type of financial aid.
