Basic public funding for American colleges and universities has developed historically as a state function. The reasons for that approach have disappeared and the federal government must recognize its responsibility for the support of higher education. (MLW)

Regression analysis on cost and expenditure data from 616 Ohio school districts indicates that districts in high wage areas respond to higher resource costs by reducing salaries and student-teacher ratios and by raising tax rates. A model is described that allows for assessment of alternative funding formulas for postsecondary education systems. Emphasis is on the extent to which marginal funding proposals can offer a viable alternative to traditional linear enrollment driven formulas.
