The Impact of Multi-Tiered Systems of Supports on the Overrepresentation of Bilingual Students within Special Education

Multi-Tiered System of Supports (MTSS) is a framework structure implemented within public education designed to provide students with targeted enrichment or remediation needs interventions. The MTSS process and its implementation directly impact the academic success of students. Using interventions when students are academically or behaviorally struggling is necessary to help minimize the widening achievement gap within public school systems. However, the interventions must be intentional and carefully selected, considering the students' primary language. Lack of culturally and linguistically appropriate interventions contributes to the propensity to misidentify bilingual students as qualifying for special education services. It is challenging to distinguish between a language disorder and language acquisition, but public schools must adhere to an MTSS process as a pre-referral intervention tool to minimize the adverse effects of overrepresenting bilingual students within special education.
