Issues facing this population are framed in the context of a psychosocial model for understanding minority status and educational functioning in a plural society. Military governments in Argentina, Chile, and Uruguay attempted to stabilize their economies in the 1970s abnd early 1980s, but failed because of internal economic constraints.
