This paper addresses issues affecting the education of teachers in three areas: (1) social and economic factors; (2) philosophical and pedagogical questions; and (3) governance of teacher education processes. Preservice, inservice, and beginning teacher education are treated as parts of a whole; cooperation at different levels is urged. (PP)

A study conducted on students' average time-on-task not only identified important findings and implications for preservice and inservice teacher training but also proved that a positive, productive atmosphere can be achieved between school district personnel and researchers throughout the study. Describes a team approach to secondary methods developed and implemented at the University of Oklahoma. The course coordinates expertise from education and language arts, mathematics, natural sciences, and social sciences in the training of secondary teachers. Discusses five kinds of cooperative agreements established by the College of Lake County (IL): those with other community colleges/technical institutes; the military; business, industry, and organizations; secondary schools; and community and special interest groups. Examines the continuing education needs of government employees. Describes a cooperative effort undertaken by Cuyahoga Community College and Cuyahoga County to systematically assess the county's training needs and to develop, for each governmental department, a manpower planning model. (JP)

The article describes the relationship between the Hampshire (England) county Local Educational Agency (LEA) and the University of Southampton in the fields of adult education training and research. Diploma and degree programs and in-service programs for adult educators were planned and operated by the university in collaboration with the LEA. (MF)

After a brief overview of vocational education, vocational guidance, and career education the authors examine the state department of education framework as a unit for coordinating career education and sex equity efforts in vocational education and counseling.
