Peer reviewedGinsburg, Alan; And Others – Economics of Education Review, 1982
Presents a two-stage methodology for isolating relative contributions of various variables to school district revenue equality within any state. Uses data from 19 states for 1969-70 and 1976-77 to determine that changes in amounts of state revenue appear more equalizing than changes in property wealth or enrollment. (PGD)

Summarizes the debate on a 1969 article arguing that California's public higher education system redistributed income from lower to upper income classes. Reanalyzes the author's study of New York's state university system, concentrating on the 35-59 age cohort, to show that lower income groups received net subsidies. (RW)
Descriptors: Adults, Age Groups, Family Income, Financial Support
Peer reviewedReilly, Gilbert J. – Journal of Education Finance, 1982
Among the author's replies to the preceding article are that property tax relief programs do not solve interdistrict inequities under guaranteed tax base formulas, district income better measures fiscal capacity than does property wealth, and intrastate cost differentials do not remedy problems of low-income districts in high-income areas. (RW)
Descriptors: Assessed Valuation, Educational Equity (Finance), Elementary Secondary Education, Equalization Aid
Peer reviewedMullen, John K. – Economics of Education Review, 1982
Examines both a hypothetical and an actual expansion of New York State's direct tuition grants program in higher education. For both, the resulting redistribution of financing appears favorable to the lowest income groups but leads to only modest gains in enrollment levels. (Author/RW)

Descriptors: Federal Aid, Federal Legislation, Financial Support, Higher Education
Peer reviewedArnold, Christian K. – Change, 1982
Basic public funding for American colleges and universities has developed historically as a state function. The reasons for that approach have disappeared and the federal government must recognize its responsibility for the support of higher education. (MLW)

Regression analysis on cost and expenditure data from 616 Ohio school districts indicates that districts in high wage areas respond to higher resource costs by reducing salaries and student-teacher ratios and by raising tax rates.
