Policy Research and Educational Policy Formation: A Case Study. Provincial Finance Policies in Manitoba, 1971-1976.

In 1971 the author conducted a study of the provincial government policies affecting the provision of grants to school divisions to assist in meeting the operating costs of education. The study was jointly sponsored by the provincial department of education and the Manitoba Association of School Trustees (MAST). During the subsequent five years, some changes took place in the policies and positions of three important educational organizations--the Manitoba Teachers Society, the Manitoba Association of School Superintendents, and MAST--and in government policies. This paper seeks relationships between the review of policies and the change in policies and positions of the organizations and the government. First, the policy review is described, emphasizing findings, recommendations, and recent shifts in policies of the educational organizations. Then, the current situation is described. The concluding section traces the influence of the research study on policy shifts. The data suggest that the research study did have some influence on government policies. This influence is best characterized as indirect, uncertain, relatively ineffective, and, above all, delayed. (Author/IRT)
