This joint position paper of the International Labour Organization, the United Nations Educational, Scientific and Cultural Organization, and the World Health Organization is presented in booklet form and urges cooperative approaches to promoting community-based rehabilitation (CBR) of people with disabilities. A definition of CBR is offered. It stresses the equalization of opportunities and social integration of all people with disabilities and recommends implementation of CBR through the combined efforts of disabled people themselves; their families and communities; and health, educational, vocational, and social services. Broad methods for implementing CBR are addressed, which include the formulation of policies to support CBR, the encouragement of communities to assume responsibility for CBR, the strengthening of rehabilitation referral services, and establishment of a system of program management and evaluation. Sustainable CBR programs are identified as those resulting from: (1) the articulation of a need, (2) a response from within the community, and (3) the availability of support from outside the community. Governments are urged to develop policies supporting CBR strategies and international governmental and nongovernmental organizations are urged to coordinate their activities. The importance of interagency collaboration for CBR is stressed. (DB)
